Can I use tap water for cannabis?

Yes, but check the pH first (should be 6.0-6.8 for soil). If your tap has chlorine, let it sit out 24 hours. If you have well water, test the PPM/EC — very hard water can cause issues. Most city tap water works fine with pH adjustment.

Also check your pH! So many problems trace back to incorrect pH.
